Could somebody help me with this question?
What is the limit value for a Local Stress due to loads on lifting lugs and lugs supports?

There is more than one value, depending on the "type" of stress that it is. And that all depends on the Failure Mode that you are protecting against. I would recommend that you review Part 5 of ASME Section VIII, Division 2 to give you a bit of a start.

Also, take a look at ASME BTH-1, “Design of Below-the-Hook Lifting Devices.” There is considerable design info. there. Then, it also involves good clean detailing, direct/clean load and stress paths, good welding/attachment details, elimination of stress raisers in your design and detailing, etc. etc. All in full consideration of the piece being lifted and the lifting equipment being used to do the lift.
