Regards,

Beyond the knowledge base of the thermal effects of welding on the base material, is there any known limitation on the times that may be repaired a girth weld, made under the requirements of the code B31, process piping?

B 31.3 refers you to the welding standards and the WPS for your material, size, wall thickness etc.

This is some general guidance, but you need to talk to a welding engineer as each situation is different.
My motto: Learn something new every day

Also: There's usually a good reason why everyone does it that way

Essentially, B31.3 does not address the number of permitted repairs. For material subject to impact testing requirements and PWHT, there can be limits based on the time at PWHT temperature used for procedure qualification. The Owner is primarily responsible for limiting the number of repairs.
