I am designing some lighting brackets to fit to buildings for christmass lights. I need long brackets and the cantilever (by calculation) has high deflections. What would be a sensible limit for the cantilever deflection. (I usually assume L/180 is for carrying brittle finishes).

L/360 is often used for brittle finishes. For a bracket that will not interfere with finishes or deflection is not an issue, I would use L/90 or something of that ilk if I was going to restrict deflection to a value. You might consider a max deflection of 1/2" or something, too.
