Can anyone tell me the conversion factor from the Light Dynamic Penetrometer Point Resistance (MPa) or mm/blow to bearing capacity? is the conversion for allowable or ultimate bearing capacity? I have seen references to Sanglerat 1972, but i understand it is out of print

That is helpful. Do you know if the Scala penetrometer gives similar results to the European Dynamic penetrometer?
 
Actually I do not know the European Dynamic Penetrometer.
The scala penetrometer is having 9kg hammer dropping 510mm with the 20mm steel cone of 30 degrees angle.
If it is similar, the graph can be applied directly otherwise you have to make a correction based on the applied energy.
