Leakage rates for several gates

Hi everybody:

I want to know if there's a recommended maximum leakage rates for sluice and radial gates, according the application, let's say:

I'm working on a set of gates for a project consisting in carrying water from one river into another. I think this maximum leakage level is not as critical as the one I can have in vecinities of a turbine, or something like that. What do you say about this?

Is there any rule for that?
