On September 30th 2006, the southern span of the Concorde Bridge over Highway 19 in Laval, Québec suddenly collapsed killing five people and injuring several others. On October 3, 2006, the Government of the Province of Québec appointed the Johnson Commission of Inquiry to determine the causes of the collapse and to recommend measures to reduce the future risks of such an event. The Commission mandated a group of experts, under the leadership of Jacques Marchand and Denis Mitchell, to identify the causes of the collapse. The technical team conducted a comprehensive assessment of the evidence using a wide range of techniques and in addition carried out detailed material and structural evaluations.
The presentation will review the main aspects of this multidisciplinary investigation that was conducted. Focus will be placed on the three primary technical causes of the failure of the south-east section of the structure. Implications of the work performed by the team of experts on code provisions and future maintenance of reinforced concrete structures will also be discussed.

Denis Mitchell, Ph.D., P.Eng. is Chair of the Department of Civil Engineering at McGill University. He has an international reputation for predicting the response of concrete structures and for contributing to the development of codes of practice. Denis is a member on numerous national and international code committees and has received several prestigious awards for his research from ACI, ASCE, PCI, CSA and CSCE. He is a fellow of ASCE, CSCE, the Canadian Academy of Engineering and the Royal Society of Canada.
