Lateral loads on piles for highway bridges 1

Seeking to find out how highway departments deal with the issue of lateral loads on abutment piles.........what calculation procedures or software programs are typically used.........in some cases I have found that there is a lack of specific design for the lateral loads and so I am wondering what policies are in use in design departments....
 
Typically, COM624 is used for the design of Laterally loaded piles. It was developed by Federal Highways Administration.
