What you are referring to sounds like what is commonly known as "strip lining." That sounds like a great idea at first (i.e. to the Project Engineer). Then the welds inevitably crack. The corrosion gets worse (now its stagnant). Fixing the problem now requires removing the strip lining. Simple enough. But now you have flammable product behind the lining. That cannot be cleared.
Strip lining is a short term solution and a long term PITA for the inspection, plant engineering, and maintenance crews.
No restriction on the concept from a Codes or Standards perspective that I know of, though.
