Jetty Pile Inspection/Survey

I'm involved with compiling a scope of work for carrying out a periodical survey of the piles of a jetty to acertain their structural integrity. The jetty has a total of about 250 piles. Obviously, it's impractical to inspect all of the piles due to time constraints and difficulties associated with underwater inspections. Therefore, I'm trying to arrive at a percentage of piles to inspect that could be deemed to be good "statistical representation".

I've seen 10% being quoted as some sort of industry standard but this doesn't appear to have any statistical basis.

I was wondering if anyone had come across any guidance of how to go about arriving at a sample size based on a statistical approach?

Any help would be gratefully received.
