Can/will anyone forward the *.ies data file(s) for the lighting tables for the specialized street lighting bulbs that JEA (Jacksonville Electric Authority) stocks. Specifically I need the *.ies file for the "JEA L2 200watt HPS Cobra" bulb.

I find it highly unlikely that IES files exist for bare lamps. The IES file is typically for a given lamp in a given luminaire using a given ballast (if applicable).

OK, so I am looking for the *.ies file or lighting table fot the "luminaire" I referenced.
