Issue in footing drawing and flex board

I'm going to guess, and that's all it is, that the numbers are column loads in tonnes. The flex board seems to be an attempt to ensure that the footings act independently.
 
Appears that the dimensions are in centimeters. I agree with hokie66, appears that the 50.00T and 35.00T are loads in metric tons. The flex board is for isolating the footings. It should be installed from the top to the bottom of the footing.
 
Is flex board something like flexcell?
