ISO 14001 standard as a decision-making tool

I am interested in find a literature and papers on using standard ISO 14001 as a tool for making decision on a state level.Namely, standard ISO 14001 can be used for each type of activity and each size of organization. The idea is to use basic principles of standard ISO 14001 (continual imporvement, building capacity, assigning responsibilities, outline of documents on several different levels of making decisions) for developing an algorithm for making decision.
