Is video telemetry a subset of telemetry?

If a band is allocated for telemetry, can video telemetry be considered under telemetry?
 
Since you probably will need a license, you can ask your local licensing authority when you contact them to apply.

Video, even the most up to date H.264 encoded and digitized, is going to require several Mbps and you might be able to look at the allocation and answer your own question.
