Is there a drafting standard that (doesn't) allow multiple parts with the same part number

Hi,

There was an issue at our manufacturing facility. We received a print of an assembled component made up of 5 parts. 2 of those parts had the same part number (component 14) but were different parts and not interchangeable. As a result twice as many of one part were made and none of the other were made. Is there a drafting standard or spec that allows or doesn't allow multiple parts for one part number?
