Hi,

I need to fill a gap, I tought using several washers. But I was wondering if there is a code issue, a limit on how many can be stacked up ?

For A325 and A490 fasteners that are NOT used in long-slotted holes there is no limit on the number of washers. This subject is addressed in the September 2011, issue of Modern Steel Construction. See this link:

What kind of gap are you trying to fill exactly? Is the bolt subjected to bending across the gap? That Msc article is for putting washers under a bolt head or nut where there is no stress in the bolt. Do you have that case? Check Aisc chapter j if not.
 
If the gap is within the shear plane, See section 5.1 of AISC Specification for Structural Joints using A325 or A490 bolts. It provides requirements for reducing the bolt capacity based on filler thickness.
