Is API 1104 and ASME IX "either/or" welding codes for ASME B 31

Hello,
for pressure piping ASME B31.4 and 31.8 for liquid and gas transmission lines, the welding section always refer to both ASME IX or API 1104, I have welding procedures that are used for ASME B31.3, 31.4, and 31.8, my question is:

Is ASME IX more appropriate for the ASME B31 pressure piping applications or API 1104 or is it which ever one you choose?

I feel like I chose ASME IX because it's more stringent or restrictive to many parts of the B31 codes.

Both ASME IX and API 1104 may be used for B31.4 qnd B31.8 pipe systems. Owner's, with whose pipelines I have been associated, have specified both for over 30 years. In some cases welders must be qualified per API 1104. In both Codes production weld acceptance is per API 1104.

so in my case, most of the facilities are B31.3, but any gas or liquid transmission lines fall inside the production pad we also classified under B31.3, we have very few gathering lines outside well pads that fall under B31.4 and 31.8.
So:
If all the procedures for the B31.3, 31.4, 31.8 are all ASME IX, and the welders' are also qualified per SEction IX, that is also okay right? without having anything to do with API 1104?

The welders will need to be qualified in accordance with the relevant code for which the procedures were qualified. In-service welding (welding under pressure or with product in the pipe) will have to be done to API 1104 Appendix B requirements. Otherwise, ASME IX is acceptable.

this will not be in-service welding, they'll constructoin of the production piping before productioin commences, or to add to existing facility, basically, fluids will be transported through the pipe after the welding activity
