Interstitial monitoring of double wall tanks

Is pressurizing the interstitial space of a double tank fitted with a pressure gauge, an effective way to monitor the integrity of the primary containment instead of having all the bells and whistles that adorn much larger tank than a 1000 gallon tank.
 
Have you considered the effect of the external pressure on the inner tank? Large tanks do not respond well to vacuum conditions without additional stiffening.
 
This is a Granby tank with shell and head thicknesses of 10 gauge This tank was tested to 5 psig and I imagine that this pressure test was only for the primary containment. I sent the manufacturer a note about my inquiry. I am basically looking for a test pressure of 1 to 2 psig. This is a small tank of 1000 gallons containing reclaimed gasoline so I am not looking at expansive electronic monitoring devices with all the bells and whistles; on the other I want the account to be aware if the primary containment has been compromised.
