Internal Frictional Capacity of Pipe Piles

Looking for a ratio of internal vs external frictional capacity of driven pipe piles in a layered sand and clay. FHWA's Driven Pile Foundations has a blurb recommending 1/3 to 1/2 of the external capacity when a plug is not formed.
