Interbus initialization Error When Windows network attached

I am experiencing an intermittant problem when starting up a control system in Windows NT (4.0 SP6.0a). Occasionally, and only with the windows network connected (3com NIC), the interbus card (Phoenix 2719234) fails to initialize. Re-cycling the power usually corrects the problem until the next start-up. The interbus card is set to the default address and there does not appear to be a conflict with the memory allocation of either the NIC or the interbus card. The only anomaly that I can see is that the interbus card is sharing IRQ7 with the parallel port. Could this be a problem? Has anyone seen this? Thank you in advance.
 
Yes, you will get interrupt conflict upon computer boot up cycle.
