insulator ESDD measurement in costal, desert and industrial areas?

When you select insulator and/or bushing creepage distances in mm/kV, the major criteria is a pollution level, see IEEE 1313.2-1999, p.18.
Should we apply the contamination level criteria based on IEEE 1313.2-1999, during selection of BIL and creep for substation insulators?
Does any have any experience for ESDD measurement in costal, desert and industrial areas?
