Installing a rail switch.. DOH!

Let's see if there's anybody home..

Putting in a new dead end spur 600ft. After cutting out a switch section and putting in the switch (#6), the points, the frog, and a bunch of other stuff, we talked to a rail Foreman. He took one look and said this won't fly as you must have full rails (not shortened rail) after the switch to pass an inspection. This caught us by surprise. (ouch our akin backs!)

Is there any document or a check list or something out there that specifies a switch installation?

Assoc of American Railroads.
The railroads equivalent of SAE in the engine and auto world.

They publish standards and best practices and reasearch.
Not manadatory, but generally, the railroads use AAR standards.
