If we insert a part file as a feature in another part using insert>part option in Solidworks 2003, Can we translate and rotate inserted part simultaniously. can we do this using API

If this option is not available in SW 2003 can we do this using later versions.

Can we place the inserted part at any other reference coordinate system inserted by us.
