INFRARED REMOTE TO PLC BRIDGE

Hi to all,
I like to reproduce this Infrared Remote to PLC Bridge :

Have some ideas using arduino?
I like to input command to plc, using an infrared remote control, to on/off light, and more....

Schematic:
IR Remote -> Infrared Receiver -> String decoded -> Serial line -> PLC -> Action

The store-bought Arduinos use "shields" and to add functionality:

One consideration might be to use Zigbee or Xbee instead, which allows you to control without having to point at anything.
