I have female spline having outer diameter of 23 mm and inner diameter of 20.7 with 20 splines on shaft. I want to know which standard is this spline. It is in the the Toyota product in Japan.

In the machinery's handbook by Eric Oberg, Franklin D. Jones and others there is a large section on splines this may help you.
 
exactly due your home work first. look up different spline specifications
try to match up the # teeth, major and minor diameter.
as much facts as possible.
are you trying to reverse engineer, what's the material, were did you pull this part from. what part of the world.
what does the part do.
 
Try to look under ANSI B92.2M and ANSI B92.1
