The AISC code may be speaking volumes, and I may be just lacking the basics.

I will appreciate links, books and literature you know on the subject (design for fatigue, buildings, towers)

If you can find it, USS Steel design manual by R.L. Brokenbrough and B.G. Johnston is a good consise primer.
My copy dates to 1981
