I know most people are not fond of Check RAS, but when I run it with my floodway profiles, I get a message at the x-sections where the encroachment is within the effective flow area. Check RAS is saying that a floodway encroachment shouldn't be allowed any closer in than an ineffective flow station.
Is this actually the case? Since developing a floodway is a hypothetical boundary of how much floodplain fringe could be filled, what does it matter if that flow area is effective or ineffective?
It seems to me that I should be disregarding this message, especially since the floodway at x-sections with no ineffective flow boundaries is always encroaching into the effective flow area. I just don't see why the two have to be consistent with one another.
