Industrial Stair Design as Per NBCC

Hi All,
I'm designing a set of free standing interior stairs which access a mezzanine. Distance from mezzanine to ground level is about 3.4m. The EOR wants the stairs to be freestanding to avoid any point loads on the mezzanine which consists of hollow core slabs. In this case, is it reasonable to think that I can use NBCC 4.1.8.18 Elements of Structures, Non-structural Components and Equipment for deriving the lateral design loads on the stairs?

That would be my approach, and it's likely conservative, but not onerously so.
 
Sliding connections for vertical loads and horizontal connection for lateral loading?
