Industrial HVAC Condenser failure

I have a failure on a AC and R condenser for a 16 ton saltwater system. The WRV was initially set for minimal water flow, (almost shut completely), by the installer, after running only a short time began to leak. Upon removal, we found several tubes cracked and leaking. The unit was water tight when we received it.
Is it possible that due to insufficient water flow the excess heat weakened the tubes before the 400 psi PRV released the heat?
