I am installing a new industrial air compressor. Does it need to be bonded to the building?

It needs to be grounded. The metal building should also be grounded. You should not ground the compressor by just "hooking it to the building".

Most electrical codes require equipment driven by electric motors to be grounded. Check the National Electric Code if you are in the USA.
This specifies the method of grounding and the ampacity of the grounding conductor.
