Impermeable liner for large concrete potable water infiltration galley 1

A small municipality has 20 infiltration concrete rings buried in the ground to collect groundwaters for drinking water. The area health department has indicated that this source is considered "groundwater under the direct influence of surface waters" (guidi). We are seeking an impermeable lining material to place around the entire perimeter of the cylinderical structures(6.0' in diameter) and to be buried in soil up to 12.0" This is an attempt to preclude surface waters from running in to the structures and diverting the waters away. We want to limit the number of joints that are required, and to be compatible with drinking water sources. Does anyone have any ideas and locations of distributors in the Upstate New York area.
 
Even after you have put a liner in, how would you be able to prove that (a) its works to stop infiltration and (b) that all of the contaminants have been removed between the liner and the rings.

Probably the least expensive liner is to excavate down to a impervious lens using a 30" wide excavator bucket and backfilling the excavation with a bentonite slurry as you go. This is what remediation folks do to contain groundwater contamination.

However, the other solutions with 100% probability of success would be to install water filtation with chlorination or to install a new well.
