Have you tried...
View -> Visualization -> Raster Image...
...as this will allow you to create a planar sheet body from a .tif file? Once created, you can select this sheet body for sketching or other uses wherever a planar face can be referenced.

To an Engineer, the glass is twice as big as it needs to be.
