IEC 61892-3: Manual speed control of Governors

According to IEC 61892-3, manual speed control should be capable of a range from -20% to +10%. However, IEC 61892-1 specifies a manual speed control range of ±5%.

Are diesel engine set manufacturers able to comply with the requirements of IEC 61892-3?
 
Governor manufacturers are able to comply.
We had that feature on our small island utility generators.
Cat engines with Woodard governors.
The governors each had a small electric gear-motor that remotely adjusted the speed set-point.
You present twi issues;
1/ Is the governor capable of meeting the speed specs?
2/ Is a remote operation option available for the governor?

The issue here , "Is the governor capable of meeting the speed specs?" as the Japanese manufacturer DAIHATSU say that IEC 61892 -3 requirement cannot be met, but can meet the classification society (ABS) standard. The installation is on a ship.
