I have a IEC320 cord set and I want to Identify the Phase Neutral and Ground conductors. I have a Yellow/Green (which I'm quite sure is ground) and a Brown and a Blue. Is blue neutral and Brown the phase conductor?

Your Correct "Blue is cool" "Brown you fall down". Any time you use a Light powderd blue insulated conductor it is considered AC Neutral.
People often make the mistake of using light blue for DC controls for Europe, this should only be a dark blue color that can not be confused with light blue. Christopher Caserta
