When does a civil engineer need IDF curves? and Why? Who makes IDF curves? Can an engineer make it by himself?
Who else can need IDF curves? For what reasons?

Intensity-Duration- Frequency Curves are compiled from long term rainfall records. Many were compiled years ago. In most if the US they can be found in published reports and in such places as State Department of Transporation (DOT) hydraulics manuals. The US Weather Service, a division of NOAA, may be found at:

IDF curves are mostly used for calculating peak runoff using the Rational Method.
