IBC Building Code - PDA CAPWAP for Driven Piles

Does anyone know where (in the ICC IBC building code) I might find geotechnical resistance factors for LRFD design (or F.S. for ASD design) of driven H-piles for buildings? I am trying to determine factors of safety for driven piles that are tested and validated via PDA and CAPWAP for compression (bearing) piles and/or tension (uplift) piles that belong to foundations for a commercial building, where the pile loads are considerably high, i.e. > 40 tons. The Owner does not want to do any static load testing. Does IBC recognize PDA/CAPWAP? If so, where in the IBC might I find this information? Thank you.
 
I don't know about the IBC but I believe Australia / NZ codes allow 0.7 - 0.75. But you need to do 5 - 10% PDA testing for that.
 
I don't think IBC spells it out. Local codes usually do though. Army Core and AASHTO also provide requirements and guidance.
