I want to know the basis of sizing IA headers. Can anyone have any info on approximate air consumption rate of an automatic valve. To find approx ia load ...or is there any other better way of sizing?

The author at the linked site below suggests 2 SCFM per device (clearly a process environment, not discrete manufacturing) if you're not going to inventory the site's device consumption.

Typically, the main IA header of 2" routed on the main rack and the 3/4" pipe for the side branches may be adequate for the service.
The other factor is to regulate the the pressure of the IA header for the required process inside the Unit.
 
Per compressed air best practices manual, the compressor room head should be sized for 20 ft/s to allow for future expansion. The discharge header leaving the compressor room shouldn't exceed 30 ft/s. The total air requirements for your system obviously drive your decision.

I've also heard 2 SCFM per valve but it always appears to be a rule of thumb scenario, never a good empirical source.
