i was designing a G+4 builing and when i start running the detailing i get 28 diamter bar size for the column, why is that plz ?

Maybe if you had a G+5 building it would give you 32mm bars?

In all seriousness, go to Design > Concrete Frame Design > Rebar Selection Rules for Columns.
