I need help with tolerance meaning

Can someone explain me what those tolerances that are in red circle mean? I have problem with understanding that /U+2 sighn?

As a second guess, it's a parametric value that didn't get inserted into the drawing, so you need get the originator to look at their CAD file.

Note also, there's a third \U+22 at the lower right corner of the drawing.

That seems familiar - perhaps it's a unicode character identifier. Still, the drawing is broken and needs to be fixed. I'm supposing this because "U+" is used as a unicode introducer, but something seems to be left out.
 
That looks like a unicode value that caused, or came after, an error.

The Unicode value U+0002 signifies "start of text", according to my googles.

I don't know enough about unicode to say anything about what went wrong or what it should be - all I know is that it's an error.
 
Perhaps the software is displaying Unicode values as a fallback because the font does not contain the necessary glyphs. I'd expect the diameter symbol to be the first character in those three tolerance value blocks, but that would be U+2300. The empty set symbol looks similar though, and it is U+2205, so perhaps it was used instead. The rest of the code, and presumably the actual tolerance values, would just be cut off due to the size of the space.
