I need help understanding smoke, fire, and combination dampers.

I am looking for basic info like the links posted above. Also I do have a specific application in mind. I am a new inspector and have a 10 story building that has been approved by plan check with combination smoke/fire dampers throughout with the exception of the basement level. In the basement they have planned on fire dampers only. The smoke evacuation system sequence is exactly the same throughout the building. It seems to me that combo dampers should be consistant throughout. A note from the engineer says: "Where there is a duct opening that vertically travels through two floors or less (penetrates one opening in floor), only fire separation is required, not smoke. For a shaft assembly that travels vertically for more than two levels, smoke and fire rating is required. Applying this to this project, the basement mechanical systems serve the basement and first floor. Thus there are floor penetrations at the first floor for ductwork to serve both the main lobby area. Because this only serves two building levels, only fire separation at these penetrations has been provided. At all other floors, CFSD are provided due to multiple floor openings thru shaft assemblies."
