I have an application where we are bonding 316L SST flanges to AL 6061-T6 holes. We were careful to design the joint as best we could. The environment is a vacuum chamber at approximately 0.5 atm and chlorine and HCl gases.

We have used Scotch-Weld DP-190 which is epoxy resin; polymeric diamine; kaolin and carbon black.

The problem we have encountered is that sometimes our maintenance personnel whack the flange with a massive wrench. The SST flange breaks away from the aluminum right where the epoxy wets the aluminum. We clean the surfaces with isopropyl alcohol prior to bonding.

Notwithstanding the fact that the Samsonite gorillas are servicing our chamber, does anyone have a better suggestion for an epoxy?

You can weld the metals together explosively. You would not need the epoxy at all and you would get a bond superior to any other joining method. Since there is no heat or heat affected zone, the weld is as strong as the metals themselves. Joint geometries and configurations may need to be addressed.
 
I have used some epoxys called Belzona. There are several types, depending on application. They were made in England.
I don't know any distributors, but the stuff worked good for us in some hostile environments.
 
Any chance of adding studs or dowels to provide lateral shear resistance? Maybe a roll of rubber pipe insulation around the area?
If that fails, attach the Swimsuit Calendar to the joint....
