For standard (non-hydraulic) solenoids you can get this action if you feed alternating current directly into a solenoid needing a transformer to turn AC into DC, for instance by using a 'wrong' plug without built in device. In this case the solenoid valve will normally not work at all, just hum.
If the cause is otherwise, you have to look to resonance (vibration) causes (mechanically) externally and perhaps air or gas internally. Pressure peaks by opening or closing and check valves abruptly closing might be looked into.
