hydrotest conditions

In ASME SEC.VIII Div.1 APP."S" due to rigidity design we will have to perform some calculations which may modify flange design. do we need to check the rigidity in hydrotest condition? since we will have 1.3 times the design pressure in hydrtest condition this may cause some modifications in flange thicknesses.
if the answer is yes i do know that we have to increase the flange allowable up to 0.9 yield stress but what about bolts allowable stress i guess it must be increased to 0.67 yield, any one have any comments?
