Could you tell me please how to scale a proyect

I have this values

flow 1100 m3/h [5000 gal/min]
leaving from a 430 mm wide 380 heigth [ 17" 15" ] open

Guess I want to have the open to be scale by 5 or 0.20 factor so the open will be 86 mm W 76 H
Shall I have the flow also by this factor 1000 x 0.20 = 220 m3/h

Or it shall be scale to 1/25 or the square of the reduction ?
 
First, proYect is in Hebrew. It is proJect in English.

As in electricity if you use 0.2 scale for electrical wire diameter you do not have 0.2 of the current (or 5 time resistance) but 0.2^2=0.04 of the current (or 25 times more resistance) the same is with flow.

Another question .

I did the calc and for such scaled flow-section , I got the same speed , but why I got differents pressures drop for the same kind of pipe surface?
