I have cable of 380 mm that is reused on 12 different places in assembly. How to make splines between sets of two (different for each cable instance) points but to keep splines length to be 380 mm? Distance between points in strait line is always less than 380 mm.

Have you looked at using the Routing application for this?

I wold use deformable part on this as there is a drawing of this cable (this can be done as default deformable part with strait line) with characteristics and connection elements on both ends, and after that it is used as assembly part in dozen places inside assembly (this can be done as apply deformable to curves), and I would like to try to make these curves as accurate as possible, as these are drawings for assembling of structure on construction site so technicians need to know how to bend these cables. The main problem is that drawing splines of certain length takes some time, so I am looking for some other solution to make splines of same length but different shapes.
I do not know if routing can provide same assembly number x12 in part list?
