How to make a timing pulley?

I would like to 3d modeling this wheel with a timing pulley attacted to it. but I can't find any site or video on youtube which tells me how to do it.
so I hope someone here can help me.

how do I make the teeth for the pulley? there's 88 teeth with a space of 2 mm between each teeth and the teeth is 1 mm thick. see pictures.

Extrude one tooth and make a revolved pattern.
 
or the other option is to build to the outside dims of the teath and cut out one tooth then do a circular pattern for that cut
