how to create weld?

I want to create a weld in the following part.

Initially it was like this.

After that i have created one weld inbetween these two rings.

But if i we cut the rings and see the section it is showing like a surface.

I want to change this into the solid one.How to change this? Solidify also not working.Pls find the attachment.
