How to create new FAQ

I've seen some posts floating around, but I haven't found anything definitive around how to create FAQ's. It seems that I do not have the permissions to create a new FAQ category in HVAC/R Engineering. I'd like to create a new FAQ for fan selection questions.

How do I find or message an admin to help me with this?
