how to control scaling of breakline

Can someone please explain/shed light on how to control the size of the breakline symbol available through express tools? I'm aware of the options available via the command prompt, size, extension, etc. But the overall size of the symbol seems to always change. In one drawing a size of 1/128th inch may look like 2", for example, while if I open a different drawing it may actuall be 1/128". How do you contral scaling relative to a given drawing?

The current setting of the DIMSCALE System Variable controls the ultimate size of the breakline elements...
