How Effective has OSHA CFR 1910.119 Been

In 1992 we started to implement the OSHA Regulation of the Process Safety Management of Highly Hazardous Chemicals. Has anyone seen any papers on the effectiveness of the program? Its been 14 years now and we should have some idea of how it is working.
