how do you test roadwork repairs ?

Repairs to highways carried out by utilty providers are commonly only inspected independently 30%-50% of the time.
What solutions are out their to retrospectivley test quality of roadwork repair?

Is the only solution taking core sample?

You could use a falling weight deflectometer, but cores are cheaper.
